LE MALFAITEUR C’EST l’ETAT NUCLEAIRE

A moins de dix jours du procès, nous publions une tribune de soutien aux « malfaiteurs » signée par une cinquantaine d’organisations d’Allemagne, France, Suisse, Royaume Uni, Belgique, Luxembourg, Finlande, Suède, Pays-Bas, Autriche, Roumanie, Ukraine, Espagne, Inde, Russie et Etats-Unis d’Amérique. C’est pour une prétendue « association de malfaiteurs » et une contestation illégale, que sept militant·es de la lutte contre l’Etat nucléaire francais (1) vont comparaître devant le tribunal de Bar-le-Duc (2) en Meuse les 1, 2 et 3 juin 2021.

Elles et ils auraient organisé·es la résistance soit-disant criminelle contre le projet d’enfouissement que l’ANDRA (Agence Nationale pour la gestion des Déchets RAdioactifs) projette de construire dans les communes de Bure et Saudron dans l’Est de la France. Il leur est reproché d’avoir participé à l’organisation d’actions contre le « laboratoire » d’enfouissement de Bure, d’avoir illégalement manifesté, d’être détenteur·ices « d’explosifs » et/ou d’avoir mis à disposition des infrastructures servant aux actions rebelles contre l’ANDRA dans les années 2015 à 2018 (3).

Pourtant, ce n’est pas une démarche démocratique qui accompagne l’idée de cette poubelle irradiante et irréversible. Entre autres faits, plus de 50.000 signatures demandant un référendum sur le dit laboratoire ont été ignorées par le pouvoir politique (4).

C’est à 500 mètres de profondeur sous-terre qu’EDF veut décharger près de 90.000 m³ des déchets les plus nuisibles, produits par une industrie prétendument écologique, économiquement à bout de souffle et, comme en témoignent Windscale, Mayak, Harrisburg, Tchernobyl et Fukushima – pour ne citer que les accidents les plus dévastateurs – dangereuse pour les humains et l’environnement.

La résistance contre CIGEO (Centre Industriel de Stockage Géologique) ayant repris un nouvel élan avec de nombreuses manifestations, actions et occupations au milieu des années 2010 a été rapidement contrée par une surveillance sans précédent: de nombreuses perquisitions, des interdictions de territoire par douzaines, des incarcérations et une violence policière acharnée dans la campagne meusienne se sont enchainées (5). La mise en oeuvre du dispositif technologique et répressif contre l’opinion de la population passe, depuis que la bataille s’est intensifiée dans les années 1990 (6), par des attributions phénoménales de subventions, des pots de vins aux élu.es, une répression sans scrupule et la militarisation de tout un territoire. L’Etat nucléaire francais s’active dans la région avec toutes sortes de projets adjacents allant des archives d’EdF à Houdelaincourt en passant par la maquette de descenderie 1:1 réalisée par POMA à Froncles, à la base de St Dizier et aux laveries nucléaires qui ont échoué à s’installer à Joinville grâce à la mobilisation populaire (7).

La mise en examen d’une dite « bande de malfaiteurs » en juin 2018 vise des personnes engagé·es contre une destruction environementale accrue, à un moment ou un changement de cap est plus que nécessaire. Pour mettre fin aux mirages extractivistes et à ce mode énergivore d’organisation industrielle de l’énergie sur des bases coloniales, avec des projets impossibles à construire et à sécuriser, il s’agit d’intensifier la lutte écologiste et de mettre fin à la criminalisation à outrance de tout un mouvement (8).

Les sept personnes prévenu⋅es devant le Tribunal de Bar-le-Duc le sont à la place de nous tous.tes. Nous nous solidarisons sans aucune restriction avec toutes celles et ceux qui s’opposent à CIGEO et au monde du nucléaire aujourd’hui (9). Nous condamnons fermement l’injustice faite à tous.tes nos camarades impliqué·es dans la lutte contre ce projet mortifère. Nous demandons la relaxe sans condition et une compensation adéquate pour les préjudices moraux et la privation de liberté de circulation et d’expression subies par nos ami·es ces trois dernières années.

CIGEO ne se fera ni à Bure ni ailleurs!

The criminal is the nuclear state

It is for an alleged « criminal association » and illegal protest that seven activists of the struggle against the French nuclear state (1) will present themselves in front of the court of Bar-le-Duc (2) in Meuse on 1, 2 and 3 June 2021.

They are alleged to have organised the so-called criminal resistance against the nuclear burial project that ANDRA (National Agency for Radioactive Waste Management) is planning to build in the municipalities of Bure and Saudron in eastern France. They are accused of having participated in the organisation of actions against the Bure atomic « laboratory », of having illegally demonstrated, of being in possession of « explosives » and/or of having made available infrastructures used for rebel actions against ANDRA in the years 2015 to 2018 (3).

However, it is not a democratic process that accompanies the idea of this irradiating and irreversible nuclear waste dump. Among other things, more than 50,000 signatures requesting a referendum on the so called laboratory have been ignored by the political power (4).

It is at a depth of 500 meters underground that EDF wants to unload nearly 90.000 m³ of the most critical waste produced by an industry that is supposedly ecological, economically out of breath and, as show Windscale, Mayak, Harrisburg, Chernobyl and Fukushima – to mention only the most devastating accidents – dangerous for humans and the environment.

The resistance against CIGEO (Centre Industriel de Stockage Géologique), which gained new momentum with numerous demonstrations, actions and occupations in the mid-2010s, was quickly countered by unprecedented surveillance: numerous searches, dozens of territorial bans, incarcerations and unconcievable police violence in the Meuse countryside followed (5). Since the battle intensified in the 1990s (6), the implementation of the technological and repressive action against the opinion of the population has involved phenomenal subsidy payments, bribes to elected officials, unscrupulous repression and the militarisation of an entire territory on which the French nuclear state is active with all sorts of adjacent projects, ranging from the EdF archives in Houdelaincourt to the model of the 1:1 funicular made by POMA in Froncles, the base of St Dizier, on to the nuclear laundries that failed to be installed in Joinville thanks to popular mobilisation (7).

The indictment of a so-called « gang of criminals » in June 2018 targets people committed against further environmental destruction, at a time when a change of course is more than necessary. In order to put an end to the mirages of extractivism and to this energy-intensive mode of industrial organisation of energy on a colonial basis, with projects that are impossible to build and to secure, it is necessary to intensify the environmentalist struggle and to put an end to the excessive criminalisation of an entire movement (8).

The seven people that are going to the Court of Bar-le-Duc are charged instead of all of us. We unreservedly stand in solidarity with all those who oppose CIGEO and the nuclear world today (9). We strongly condemn the injustice done to all our comrades involved in the struggle against this deadly project. We demand the unconditional release of our friends and adequate compensation for the moral damage and the deprivation of freedom of movement and expression they have suffered over the past three years.

CIGEO will not be built in Bure or elsewhere!

Der Übeltäter ist der Atomstaat

Wegen einer angeblichen « kriminellen Vereinigung » und illegalen Protesten werden sich sieben AktivistInnen des Kampfes gegen den französischen Atomstaat (1) am 1., 2. und 3. Juni 2021 vor dem Gericht von Bar-le-Duc (2) im Departement Meuse verantworten müssen.

Ihnen wird vorgeworfen, den angeblich kriminellen Widerstand gegen das atomare Endlagerprojekt organisiert zu haben, das die ANDRA (Nationale Agentur für die Entsorgung radioaktiver Abfälle) in den Gemeinden Bure und Saudron im Osten Frankreichs plant. Ihnen wird vorgeworfen, an der Organisation von Aktionen gegen das Atom-« Labor » in Bure teilgenommen zu haben, illegal demonstriert zu haben, im Besitz von « Explosivmitteln » gewesen zu sein und/oder Infrastrukturen zur Verfügung gestellt zu haben, die für rebellische Aktionen gegen ANDRA in den Jahren 2015 bis 2018 genutzt wurden (3).

Es ist jedoch kein demokratischer Prozess, der die Idee dieser verstrahlenden und unumkehrbaren Atommülldeponie begleitet. Unter anderem wurden mehr als 50.000 Unterschriften, die ein Referendum über das so genannte Labor forderten, von der politischen Macht ignoriert (4).

In 500 Metern Tiefe unter Tage will die EDF fast 90.000 m³ vom gefährlichsten Müll einer Industrie abladen, die angeblich ökologisch, ökonomisch außer Atem und – wie Windscale, Majak, Harrisburg, Tschernobyl und Fukushima, um nur die verheerendsten Unfälle zu nennen – schädlich für Mensch und Umwelt ist.

Der Widerstand gegen CIGEO (Centre Industriel de Stockage Géologique), der Mitte der 2010er Jahre mit zahlreichen Demonstrationen, Aktionen und Besetzungen neuen Schwung gewann, wurde schnell mit einer beispiellosen Überwachung gekontert: Es folgten zahlreiche Hausdurchsuchungen, Dutzende von Aufenthaltsverboten, Inhaftierungen und unfassbare Polizeigewalt an der Maas (5). Seit der Verschärfung des Kampfes in den 1990er Jahren (6) geht es bei der Umsetzung der technologischen und repressiven Maßnahmen gegen die Bevölkerung um phänomenale Subventionszahlungen, Bestechung von Mandatsträgern, skrupellose Repression und die Militarisierung eines ganzen Territoriums, auf dem der französische Atomstaat mit allen möglichen angrenzenden Projekten aktiv ist : vom EdF-Archiv in Houdelaincourt bis zum Modell der 1:1-Seilbahn von POMA in Froncles, über den Stützpunkt von St. Dizier, bis hin zu den nuklearen Wäschereien, die dank der Mobilisierung der Bevölkerung in Joinville nicht durchgesetzt werden konnten (7).

Die Anklage gegen eine sogenannte « Übeltäterbande » im Juni 2018 richtet sich gegen Menschen, die sich gegen die weitere Umweltzerstörung engagieren, zu einem Zeitpunkt, an dem ein Kurswechsel mehr als notwendig ist. Um den Trugbildern des Extraktivismus und dieser energieintensiven Art der industriellen Organisation von Energie auf kolonialer Basis ein Ende zu setzen, mit Projekten, die unmöglich zu bauen und zu sichern sind, ist es notwendig, den umweltpolitischen Kampf zu intensivieren und der übermäßigen Kriminalisierung einer ganzen Bewegung ein Ende zu setzen (8).

Die sieben Personen, Die sieben Personen die in Bar-le-Duc vor Gericht stehen, sind stellvertretend für alle Projektgegner*innen angeklagt. Wir solidarisieren uns vorbehaltlos mit all Denjenigen, die sich heute gegen CIGEO und die atomare Welt stellen (9). Wir verurteilen die Ungerechtigkeit die allen unseren Genossen angetan wird, die sich am Kampf gegen dieses tödliche Projekt beteiligen, auf das Schärfste. Wir fordern die bedingungslose Freilassung unserer Freunde und eine angemessene Entschädigung für den moralischen Schaden und den Entzug der Bewegungs- und Meinungsfreiheit, den sie in den letzten drei Jahren erlitten haben.

CIGEO wird weder in Bure noch anderswo gebaut!

Il malfatorre è lo stato nucleare

È per una presunta « associazione di malfatorri » e una protesta illegale, che sette attivist* contro lo stato nucleare francese (1) compariranno al tribunale di Bar-le-Duc (2) in Mosa (Francia) l’1, 2 e 3 giugno 2021.

Si dice che abbiano organizzato la resistenza cosiddetta criminale contro il progetto di sepoltura che Andra (Agenzia Nazionale per la gestione delle Scorie RAdioattivi) prevede di costruire nei comuni di Bure e di Saudron a est della Francia. Sono accusat* di aver partecipato a l’organizzazione di azioni contro il « laboratorio » d’interramento di Bure, di aver manifestato illegalmente, di essere in possesso di « esplosivi » e/o di aver fornito infrastrutture per azioni ribelli contro ANDRA negli anni dal 2015 al 2018 (3).

Tuttavia, non è un procedimento democratico quello che accompagna l’idea di questa discarica irradiante e irreversibile. Tra gli altri fatti, più di 50.000 firme che chiedono un referendum sul detto laboratorio sono stati ignorati dal potere politico (4).

È ad una profondità di 500 metri sotto terra che EDF [Elettricità Di Francia] vuole scaricare quasi 90.000 m3 dei rifiuti più critico prodotti da un’industria presumibilmente ecologica, economicamente alla fine U.K. y del suo percorso e, come testimoniato da Windscale, Mayak, Harrisburg, Chernobyl e Fukushima – per citare solo gli incidenti più devastanti – pericolosa per gli uman* e l’ambiente.

La resistenza contro CIGEO (Centre Industriel de Stockage Géologique), che ha preso nuovo slancio con numerose manifestazioni, azioni e occupazioni a metà degli anni 2010, è stata rapidamente contrastata da una sorveglianza senza precedenti: numerose perquisizioni, divieti territoriali a decine, incarcerazioni e violenze implacabili della polizia nelle campagne della Mosa si sono succedute (5). Da quando la battaglia si è intensificata negli anni ’90 (6), l’implementazione del dispositivo tecnologico e repressivo contro l’opinione della popolazione ha comportato sovvenzioni fenomenali, tangenti ai funzionari eletti, repressione senza scrupoli e militarizzazione di un intero territorio. Lo stato nucleare francese è attivo nella regione con tutti i tipi di progetti adiacenti che vanno dagli archivi EdF a Houdelaincourt, attraverso il modello 1:1 di un impianto a valle costruito da POMA a Froncles, alla base di St Dizier e alle lavanderie nucleari che non sono state installate a Joinville grazie alla mobilizzazione popolare (7).

L’incriminazione di una cosiddetta « banda di malfatorri » nel giugno 2018 è rivolta a persone che sono impegnate contro una maggiore distruzione ambientale, in un momento in cui un cambio di rotta è più che necessario. Per porre fine ai miraggi estrattivisti e a questa modalità di organizzazione industriale dell’energia su basi coloniali, con progetti impossibili da costruire e assicurare, è necessario intensificare la lotta ambientalista e porre fine all’eccessiva criminalizzazione di un intero movimento (8).

Le sette persone che sono state accusate nel tribunale di Bar-le-Duc sono accusate al posto di tutt* noi. Siamo in piena solidarietà con tutti coloro che si oppongono al CIGEO e al mondo nucleare oggi (9). Condanniamo con forza l’ingiustizia fatta a tutt* le/i nostr* compagn*e coinvolt* nella lotta contro questo progetto mortale. Chiediamo il rilascio incondizionato e un adeguato risarcimento per i danni morali e la privazione della libertà di movimento e di espressione subiti dalle/dai nostr* amic* negli ultimi tre anni.

CIGEO non sarà costruito né a Bure né altrove!
